    面试被“留作业”?求职者如何应对

    凌晨1点,四川传媒学院的杜河(化名)还在电脑前绘制一组插画。

    去年暑假,临近毕业的杜河开始找工作。9月,杜河第一次遇到“留作业”的情况——面试官希望她回去完成一份测试任务。到今年3月,她总共被留了5次“作业”,累计完成11张插画或设计,但都被以各种原因拒稿、终止招聘流程。“很多试稿要求非常详细,要求的风格和元素有点刁钻,不太利于我发挥。”杜河说,“下次我不会再接受这种要求了。”

    许多年轻求职者,特别是应届生,近期都反映曾遇到过“面试被留作业”的情况,有的是在面试之前通过作业进行筛选,有的是面试之后需要看作业质量来决定是否最终录取。

    “试稿”是指作者、设计师、编辑或其他创意工作者在正式合作之前,根据要求提供的初步稿件或作品,用于展示其能力和风格,以评估是否符合合作方的要求。试稿通常是未完成的草稿或初步作品,主要目的是让合作方(如出版社、公司或客户)评估创作者的能力、创意和适配性,在出版、设计、新媒体、影视等多个领域都有应用。例如,小说作者通过试稿展示写作风格,设计师通过试稿展示设计思路。

    在一些情况下,试稿可能是免费的,尤其是用于评估是否适合长期合作。试稿的具体形式和要求因行业和合作方而异,但其核心目的是作为双方合作的初步考查。

    除了文案、设计、绘画和动画,“试稿”目前也出现在运营、策划等职位的招聘中。企业招聘“留作业”是必要的一环吗?求职者如何应对“被留作业”?究竟要不要完成作业?

    这份作业是在白赚我的劳动力吗?

    蔡洋(化名)今年28岁,此前有过工作经历,近来应聘的岗位是网络推广,运营相关,给企业前端引流,品牌推广、宣传等。3月初他在求职App上投了简历,其中一家公司与他线上进行了第一次面试,聊得比较愉快。“然后开始留作业,我比较抵触还没入职就写方案,本着相互尊重理解,我给出了对应聘岗位的构思和规划,想表明我会怎么做这项工作。”

    人事表示,老板觉得方案内容有些空泛、概念化,希望能更加具有落地性,具体展现可执行的内容。“例如,如果目标是通过某平台获客引流,需要明确一些关键点,如计划具体投入多少设备和运营成本,要发布怎样的作品,预计在多长时间内达成多少粉丝量和转化率等。”人事希望蔡洋按照老板的思路完善方案。

    “正规合理的要求,我是会配合的,毕竟招人用人很难在短时间内全面了解求职者。我觉得给出一个有执行框架的规划方案是合理的,但若是要求很细致的执行方案,就很不合理了。”蔡洋说,“毕竟只是面试又没有入职,为什么给你写详细的方案?写完自己消耗了大量的时间精力不说,有没有结果还不确定,对求职者太不公平了,企业拿这个方案做什么还不一定呢。”

    当被问及“被要求修改”是否是判断“作业”性质的标准时,蔡洋表示他会分情况讨论,这一次他应聘的公司让他修改,不是因为他给的方案有大方向上的问题,而是“嫌弃”他没有把方案细节拆分到每一步的具体执行,这让他很不适。

    26岁的王建国(化名)则不带抵触情绪地做过“作业”,他认为这是一次合理的“作业”。

    王建国求职投递的公司是传媒出版行业中小规模私企、国企小规模子公司,意向岗位是编辑。这家私企的“作业”是撰写一篇科普介绍文章,王建国耗时半天左右完成。

    他可以判断,这是公司专门出的题,而不是照搬了正在进行的工作项目。“他们找了一篇英文论文作综述看原创能力,和后面要做的工作也不一样。”

    王建国也遇到过“白嫖”嫌疑较大的“作业”,他没有继续联系。那次是公司面试前发放了题目,要求应聘者在家做,“写游戏策划方案,题目还挺多的,搜了一下这家公司,网上评价也不太好”。

    王建国表示,这种留作业的形式在他看来也是一种双向筛选。后来他确定了自己的行动准则:“我给非现场的笔试只会留半天到一天时间,预估超过就不会做了,所以完成的作业也不可能达到公司可以白嫖的程度。”

    毕业了,还因为作业太多发愁

    王建国所说的留给“家庭作业”的时间,也是许多求职者思考的因素。因为许多作业使求职者感到负担很重,他们需要衡量“性价比”。

    23岁的伊岁(化名)是机械专业应届毕业生,她最近简历通过了筛选,主要工作内容是学习了解某虚拟仿真软件,分析现有模型。

    “我以为是入职后学习此软件,结果人事直接给我发了软件安装包和试题,说是要做测试,把试题做完发给他才能面试,还说如果开始做了就给我拉个群,有老师可以问。”

    伊岁发现,学习该软件的手册有几百页,“就没有继续和人事聊了”。

    伊岁的专业知识和实习经历,与在这个软件上要做的工作有些重合。“就是软件没听过,如果入职后让我干,也可以适应。但要先花很长时间学习做题出来,人家才给我一个面试机会,很可能赔了时间又没结果,想了一下就算了。”伊岁说。

    工商管理专业2024届毕业生张思远(化名)曾经应聘过一家培训机构,他收到的“作业”是独立策划、拍摄、制作一些招生的宣传视频,在机构的账号上发布,以及根据公司目前的人才招聘策略完成一篇具体可行的未来工作计划,并做成PPT进行展示。

    人事对他说:“你没有成熟的账号和较长的连续实习经历,独自带项目的成绩可以展示给我们,我们布置任务也是想以最高的效率了解您的学习能力和工作能力。”

    当时,张思远正在同时推进3家公司的应聘进度,还在忙论文,这让他很为难。“一项小任务可以理解,但这种需要耗费很多时间精力、事先也不告诉我具体评判标准的作业,我在学校都没做过。毕业了还被布置作业,还因为作业压力太大发愁,真不知道该怎么办。”

    面对作业如何抉择?

    葛成(化名)在上海一家两三百人规模的游戏公司负责美术工作,参与3D模型制作和动画师的招聘评估,谈到“为什么布置作业”时,葛成说,他从业17年,“曾遇到过5次应聘者拿着我本人或同事的作品来应聘,也有明显拿了技术论坛里的东西来应聘的”。

    至于为什么要选择“发下去自己做”而不是现场笔试,他表示:“一方面是考虑到应聘者可能紧张,另一方面,有要‘赶场子’的求职者,他们可能会接到不同游戏公司的测试题。我并不要求他们先做我的,希望他们在舒适的环境中安心地发挥出实力。”

    葛成强调,求职者临时完成的题目与他们之前准备好的作品是不一样的。“花费几个月打磨求职作品是很普遍的,我希望看到他们日常流水线式工作时能发挥的水平。”

    “作业”布置了,但葛成也并不总能“收到作业”。“他们有可能去了其他公司,有可能打了退堂鼓。在可以接受的时间内完成的话,我更加认同质量。”葛成说,“也并不一定要做完,重点是让我了解他大致的工作速度和水平,这能让我确认,我是否能在3个月内将其培训指导为成熟员工。”

    葛成也听说有一些公司打着测试的名头“白嫖”求职者的劳动力,他表示非常不认可。“任何形式的商用或者公司内部直接使用求职者测试结果的行为,都是白嫖。求职者可以通过给视频、动画作品打水印的方式,来保护自己的合法权益。”

    北京的余小鱼(化名)原是出版社责编,后在小型图书公司、大型集团出版部做童书策划。有项目会招外包作者插画、约稿,她会去考核评估作者的风格和能力是否合适。

    “有很多职场新人很怕被骗方案,我当年也是。可是编辑岗位面试,免不了遇到‘布置作业’的情况。”余小鱼介绍,布置作业的形式可能包括:一轮面试后让回去写营销策划、选题策划,甚至细到写样章,规定时间内完成不了就没有复试机会;招聘启事要求在投简历时附带选题策划案、组稿方案、作者备选、人脉资源等。

    “如果招聘方给你看过公司内的某个项目的样例,让你写类似的,这种情况大概率是纯测试能力了。”余小鱼提出了一种辨别的标准。“你写完后,公司应该不会拿去做产品,因为这个产品已经在卖了。”

    她认为,招聘方也有详细说明、让应聘者安心和理解的责任。如提供详细的岗位信息,如有试稿,则尽量试已经在推进中的项目,并和求职者说明情况。如果试稿不通过,给出不通过的理由。

    余小鱼还提出了一个角度:“如果你感觉这些‘作业’做起来很吃力,难以按时完成,或者压根儿不喜欢做这些,那你可能不适合这个公司或岗位。”

    除了策划案,余小鱼也对文案、设计等工作类型分享了自己的经验:一般情况下,试稿只要求写思路、大纲,再加几段文字,大概占全文的10%,或三五百字的固定字数,能体现写作水平就够了。“可以选择把之前写过的同类文案、稿件发过去以证明写作能力和岗位适配性。如果要求测试完整的文章或画稿,则应当视情况提前签订试稿合同,约定试稿费、损稿费、用途、修改次数等细节。”

    国家认证生涯规划师、职业发展教练张进曾从事30多年人力资源工作,任职的企业有大中小不同规模,有从制造业到文化、教育、医疗卫生和金融投资等行业的经验。后来张进投身于大学生求职指导和生涯规划工作,服务过上百所高校,对于双方的考量、诉求和难处都有广泛了解。

    张进首先从人力资源工作者的角度出发,大致梳理了公司布置作业可能的3种动机:真正单纯地想要测试求职者能力;想要通过求职者的视角,在招聘的同时重新审视公司及其业务,拓宽思路;以及最恶劣的一种就是想“白嫖”劳动力。

    对于第一种情况,张进表示,通过布置作业的方式,不仅可以检验求职者的工作能力和学习能力,也在了解他们的抗压能力——能不能在短时间内完成一个全新的任务。最初这种测试以现场笔试的形式就可以完成,但有的工作不能在一两个小时内让求职者了解背景、理解思路、完成任务,加之一些企业希望能和求职者达成坚定的双向选择,所以会有“留作业回家做”的方式出现。但“作业”也应当合理,一些招聘方给出的时间限制和工作量明显不近人情,没有替求职者考虑。

    对于第二种情况,张进认为,如果有这种意图,企业也应当对求职者表现出足够的尊重和平等,给予其知情权。张进自己的经验是,对于最后没有被录取的求职者,她也会与其进行交流——你“作业”中的策划或方案哪里不足,让我们没有录取你,你再去其他同类型公司求职,可以怎么改进;哪里很优秀,值得公司借鉴,这里是你的长处,可以继续发扬。“求职者来过了,一定也要有相应的收获。”张进说。

    但从求职者角度看,尤其是年轻的、缺乏经验的求职者,并不好判断对面的企业实际上是哪一种情况。张进也给出了自己的建议。

    张进建议求职者在对“作业”的性质产生怀疑时,可以尽量去公司内部实地了解,观察员工精神面貌、企业文化,以及人事、高级管理人员的态度,同时上网查询该公司的信息,特别是其他求职者的评价。

    了解情况后,张进推荐求职者使用一个模型来思考。求职者应当厘清自己是处于决策者还是适应者的地位,这家公司的录用通知,是要尽全力保住还是只是诸多选择中可有可无的一个?达成目标的难度和概率怎样?这家公司的“作业”要求是合理的还是不太能接受的?我的能力和时间精力足以支持我完成吗?以此来综合考虑做或不做。在此过程中,应当始终保持礼貌、平和的沟通态度来获得更详尽的信息、避免误会和冲突,也应当持有积极开放的思维,将其视为积累经验、认识自我的机会。

    张进呼吁,应当有更多具体落地的相关法规来规范企业“白嫖”求职者劳动产出的不良现象,保障求职者的知识产权,让其安心求职,减少后顾之忧。(文中杜河、蔡洋、伊岁、葛成、余小鱼为化名)

    从去年12月至今年2月,国家大学生就业服务平台和各地高校持续在线上线下举办装备制造、生态环保、乡村振兴等多个专场招聘会,不断为毕业生提供就业岗位。

    教育部高校学生司(就业司)副司长 吴爱华:大学生比较关心的首先是政策性岗位,要合理安排好招聘的时间和顺序,公务员、事业单位、国有企业,还有军队的征兵入伍、基层项目等,政策性的岗位能招尽招,能早招,尽量早一点招,这样给毕业生到市场上的求职留出足够的时间。

    多部门就业服务关口前移
    拓宽就业渠道

    多地多部门在出台促就业政策的同时,也在不断创新就业服务形式。通过将就业服务关口前移,拓宽就业渠道,为毕业生找工作提供全链条服务。

    在福建闽江学院,这个由当地人社部门和高校联合建立的“毕业生就业驿站”不久前建成投入使用。邀请企业负责人作为就业导师,为求职毕业生开展政策咨询、简历指导、求职面试辅导等服务。

    就业驿站还联动用人单位,定期举办“就业集市”,让学生及时了解最新招聘信息。

    闽江学院法学专业大四学生 李明璇:有那个小程序直接扫码就可以投递,我觉得这一点非常方便。

    目前,福州市人社局已经和当地24所本、专科院校共建毕业生就业驿站,不断提升毕业生求职能力。

    福州市人事人才公共服务中心二级主任科员 阮诚亮:通过驿站,根据各个高校不同的专业设置以及学生的求职意向,将就业与人才服务前移,为高校毕业生提供全链条的服务。

    此外,河南省人社、团委等部门在高校园区,建立了青年人才市场,面向高校毕业生和青年群体举办招聘会,提供就业政策发布、就业创业资源对接、创业项目孵化等综合服务,推动人才链、产业链、创新链深度融合。

    “青年驿站”为毕业生提供暖心服务

    此外,多地共青团组织、住建等部门持续推出“青年驿站”“人才公寓”等,为异地求职毕业生提供暖心服务。

    在江苏常州,来这里找工作的毕业生龙芝,通过小程序预定,入住了当地的一家青年驿站。

    青年驿站不仅为求职青年提供居住、岗位招聘、人才政策宣传等服务,还与高校、企业联动开展就业研学活动,组织毕业生走进企业实地探访,了解岗位需求。

    深圳市住建、团委等部门推出了1万套房源,在2024年11月至2025年6月期间,各地来深圳面试、找工作的高校应届毕业生,可享受7天的免费住宿。

    上海团市委建立的“青年驿站”平台正式上线,目前上海市首批“青年驿站”开放70余个点位,以高校应届毕业生为重点服务对象,为求职青年提供免费过渡性住宿服务。

    For example, Planetary health specialists in micro- biology, such as geoscientists require a Master’s degree can make between 78,900 – 98,000 per year. Typically work in field studies and offices, visiting locations and collecting sample for surveys. They might use aerial and geologic maps photographs to analyze a region, experiment with rock samples, and make estimates of size and effect of samples in laboratory work and prepare reports for a variety of audience including colleagues and clients. Government health workers in sanitation and rescue systems can range from $58,000 to $65,000. Community rescue and health workers will receive between $49,000 – 54,000. Those “frontline” workers engaged directly with nature on all levels including park rangers, and habitat savers may earn $35,000 in the fieldwork, and up to $90,000 for administration and coordination of outstanding efforts in groups such as the World Wildlife Foundation.

Their work is fundamental to the broader environmental movement, as it ties ecosystem restoration efforts to tangible human benefits, such as reducing the spread of infectious diseases or improving food security.

    Example Project: A Planetary Health Specialist might work on assessing the impact of air pollution in urban areas on respiratory health. They would collaborate with epidemiologists, ecologists, and policymakers to reduce pollution levels and advocate for cleaner energy solutions. Another example could involve examining how deforestation in tropical regions contributes to the emergence of zoonotic diseases (diseases that spread from animals to humans) and developing strategies to mitigate these risks through forest conservation.

    Planetary Health Equity (PHE) is the sustainable and equitable goal that promotes enjoyment of the environment and good health. PHE is a concept that recognizes the impact of climate change on social and health inequities. It also recognizes the importance for health equity of considering planetary systems – if we don’t have a functioning Earth system, we have social disruption and risks to human survival and good health. Planetary health inequity therefore embodies the common drivers of climate change and health inequity.  

    Case Study/Success Story: A significant success in the field of planetary health is the international collaboration to combat the health impacts of climate change. For example, the Lancet Countdown tracks the effects of climate change on health and works with governments worldwide to reduce carbon emissions while improving health outcomes.       In countries where air pollution is a major health issue, Planetary Health Specialists have been instrumental in pushing for stricter air quality regulations, which simultaneously protect public health and restore environmental quality.

    Planetary Health Specialists contribute to several United Nations Sustainable Development Goals (SDGs), including SDG 3 – Good Health and Well-Being and SDG 13 – Climate Action, reinforcing that addressing environmental degradation is vital to ensuring healthy lives and promoting well-being for all.

    Challenges and Future Outlook (What’s Ahead):

    Challenges: Interdisciplinary Complexity. One of the biggest challenges facing Planetary Health Specialists is the need for collaboration across diverse disciplines such as medicine, ecology, and environmental science. Bringing these fields together to develop cohesive solutions requires navigating different perspectives, priorities, and expertise.

    Policy Barriers: Policy-making at the intersection of health and the environment is often slow, and political barriers can prevent the implementation of necessary changes. Planetary Health Specialists must advocate for long-term strategies in a political climate that often favors short-term gains.

    Data Gaps: Understanding the full extent of how environmental degradation affects human health is still a growing field, and there are significant gaps in data, particularly in low-income regions where environmental damage and public health challenges are most acute.

    The climate-health link has been the target of more research in recent years and it is also receiving increasing attention from the public and in both public health and climate communication literature. However, the health framing of climate change information is still underused in climate communications, and researchers suggest we should be doing more to make the link between human health and climate change more explicit to increase engagement with the climate crisis.

    The health “framing” of climate communication also has implications for healthcare professionals and policy-makers, as these actors could play a key part in climate communication, adaptation and mitigation. These key stakeholders’ perspectives on the climate-health link, as well as their perceived role in climate adaptation and mitigation could be explored, since research suggests that health professionals are important voices in climate communications and especially since, ultimately, these adverse health outcomes puts enormous pressure on and cost to our health systems and health workers.     无人机驾驶员人才紧缺,专业“飞手”在未来就业市场充满机会

    第一次“驾驶”无人机飞向农场,95后广东女孩洛言忍不住感慨,“科技改变生活”。这架无人机带她追过夕阳,“投喂”过果树,成了她的得力助手。

    今年4月,洛言从“非常潮流”的父亲手中接过了一件大机器——植保无人机。经过专业培训、考取合格证,她成为广东江门最年轻的女“飞手”。农场里的香水柠檬、木瓜田地的养护“航线图”规划在无人机遥控器中,起降之间,催花保花的营养液很快就精准喷洒到了农作物上。

    人们通常说的无人机“飞手”,也就是2019年被纳入国家职业分类大典的新职业“无人机驾驶员”。不过,“无人机驾驶员”的工作远不止操控无人机,还包括安装调试设备、规划飞行航线、校对飞行参数、分析采集数据等。

    随着低空经济的蓬勃发展和无人机应用领域的不断拓展,近年来,这一新职业越发缺人了。

    10月8日,国务院新闻办公室召开的新闻发布会上,国家发展改革委副主任李春临提到:“技术进步在推动经济转型和产业升级的同时,还会催生许多新职业和新就业岗位。比如,低空经济的蓬勃发展催生了无人机操控员这样一个新岗位。据有关部门测算,现在我国这个岗位的就业人才缺口高达100万人。”

    无人机“飞手”人才缺口逐渐变大,还催热了考证市场。可是,一“证”在手,就能够工作无忧了吗?

    多位受访“飞手”说,从考取合格证到真正让手中的无人机熟练完成任务,远比想象中更难。面对技术的快速迭代,这一职业需要不断提升个人技能和专业水平。

    考证后,对“飞手”的真正考验才开始

    4年前,从澳大利亚留学回国的洛言接手了位于广东江门开平的1500亩农场。这几年,农场里种起了香水柠檬、香蕉、菠萝蜜、木瓜等水果。但由于当地多低山丘陵,附近村庄劳动力稀少,果树养护成了大问题。

    “果树类作物如果不及时养护,会影响它的生长发育,并且农场劳作的面积又大,我们不想受限于人力。”洛言告诉记者,偶然间,她的父亲在短视频中看到了大疆农业植保无人机后,果断建议购买一台。就这样,从订购无人机到考取植保无人机系统操作手合格证,洛言一步步走得很顺利。

    但是,真正操作起来,让无人机“听话”并不容易。洛言坦言,即便自己理论考试得了满分,但在农场操作起来还是觉得危险,甚至“有些害怕”。“就像考驾照一样,真正得心应手还是得靠实践。”

    洛言第一次飞起无人机,是在高温天气下,为香水柠檬树和间种的几十亩生姜洒水降温。“无人机运行时带起的风很大,飞得低了姜就会全部倒伏,但飞得高了,水又无法落到姜上。”她说,那时只能求助技术人员,通过飞行距离和风速测算出参考数据,再重新调整飞行,问题才得以解决。

    一台高科技机械设备,使用过程中常常出现问题。她坦言,“要在不同风速下飞行不同的高度,有时候还要轮流喷洒不同药物,不同药物的浓度又不同,不同浓度的药物在多高的地方喷洒效果最好等,很多实际问题都需要不断测试,不断调整出适合自己农作物的参数。”

    如今,洛言从提起32斤的无人机电池进行更换,到更新航线图、配营养液,再到“驾驶”无人机稳稳地飞行在农场上空,俨然成为一名科技感十足的“新农人”。

    在深圳,90后外卖小哥罗锡坤完成了从“骑手”到“飞手”的身份转换:路上奔波的不再是他,而是一台台无人机。

    两年前,一则美团招募无人机“飞手”的招聘信息,让对科技产品感兴趣的他动了心。“当时觉得这样一个新兴行业,前景应该很不错。”经过一个多月的理论与实操培训,他顺利通过了专业考试,并拿到了相应从业资格证书,转型成了一名“应急飞手”。

    “‘应急飞手’主要是进行飞行安全保障、应急处理等。”罗锡坤告诉记者,客户下了订单,商家处理订单,由专门的取餐员负责送到附近的无人机起降机场,接下来就是他的工作了。

    “深圳的一些景区、公园或者山上等地点,配送员送餐很困难,这时无人机配送就发挥了大作用。”不过,罗锡坤也坦言,配送航线越来越多,各种环境对无人机和智能调度系统的考验也更具挑战性。“尤其是大风大雨天气下,我们不能让一份美食过于倾斜,也不能散落,因此对平稳飞行的要求非常高。”

    新岗位激发了他对无人机的更大兴趣,后来,他又申请转岗到培训检验组做起了飞行运营工作,其中一项工作就是在无人机配送航线开设前,作为“飞手”参与航线信息采集等。

    最让他记忆犹新的是,去年9月,他们接到公司通知要在市民广场开辟一条临时航线,“我们需要在夜间将无人机飞入一个半封闭的空间内,还要准确降落在两平方米大小的地方。但现场不仅信号差,光线也差,相当于让无人机蒙着眼参加100米冲刺,并且过程中不能偏离自己的跑道”。

    罗锡坤告诉记者,训练时间只有一周,他们和研发人员一起每天驻扎现场,给无人机做起了“视力矫正手术”。“任务顺利完成了,这些技术方案也让我们距离全天候运营的要求越来越近,相信不久的将来,用户夜间的一些紧急需求,我们也可以用无人机帮助解决。”

    去年年底,对无人机“飞手”岗位感兴趣的95后女孩史启慧,通过所在单位——大庆油田第三采油厂第八作业区的内部培训考试,成功转岗了,“还获得一项新技能。”现在每天,无人机代替她开启了“空中视角”,巡查属地内的作业安全、环保等问题。

    “在我之前,单位已经有两名员工是比较成熟的‘飞手’了,这个岗位的需求量也在逐年增加。”史启慧告诉记者,以她的工作地为例,如果人工巡查整个属地作业区,需要三四十人才能完成,“但有了无人机,仅需2-3人操作飞行就可以完成一天的工作了”。

    不过,从对无人机毫不了解,到能够在操作时“手跟上大脑”,她还是用了两三个月的时间不断去练习操控。“起初,有时候无人机飞到高塔附近,我非常害怕它会撞到塔上,远远地就开始绕着飞。但每次回看飞行路径图时才发现,其实距离塔很远,飞出了一个很大的圈。”

    史启慧坦言,当时无法通过摄像头判断实际距离,每次飞到塔附近都非常紧张。怎么办?她只能不断走到塔附近一遍遍练习飞行,试着找到实际距离和摄像距离之间的关联,让无人机飞得更加精准。

    “飞手”也要跟上技术迭代的脚步

    无人机成为油田巡检不可替代的“千里眼”,如今,已经能够独立完成任务的史启慧依旧觉得,这一新职业岗位需要胆大心细,更需要不断练习和积累经验。

    “例如我们在油田企业,荒野上进行作业不仅范围非常大,信号也不佳,图传效果可能更不好,都会影响我们的判断。又比如在东北,春秋季节风很大,冬天非常寒冷,无人机操作难度就会加大,这些时候我们就要凭借不断提升的专业知识和个人技能应对各种困难了。”在史启慧看来,目前无人机的类型越来越多,技术迭代升级速度越来越快,“飞手”还需要及时进行必要的培训调整,跟上发展的脚步。

    同样,成为“飞手”后,罗锡坤需要进行大量学习。“无人机送货是一个新奇的体验,它的效率非常高,不需要等红绿灯,就好像‘转瞬即达’。”他笑称,最初上岗时,按照相关监管规定要求,无人机配送需要在视距内运行,“我需要骑着电动车拿着遥控器追着无人机跑,和以前送外卖的感觉差不多”。

    不久后,公司获批可以在城市里做超视距无人机配送,罗锡坤开始坐在运营管理中心通过后台系统进行监控,有时要同时监管好几架无人机。“以前要不断地跑或动手干,做了‘飞手’,除了个人技能的提升,由于无人机功能迭代太快,还需要不断学习新功能运行的逻辑变化等。”

    来到自己更感兴趣的飞行运营岗,罗锡坤的收入增加了,对自己的职业规划也有了更清晰的目标。“无人机领域还有很多专业证书可以考取,我在工作之余也会不断学习更多的无人机操作技能,今年的一个愿望就是能够把无人机教员证考下来。”

    根据中国民航局的数据,截至今年6月,全国实名登记的无人机已经达到187.5万架,仅有超过22.5万人拥有无人机操控员执照。在华南农业大学工程学院机器人工程专业主任李继宇看来,无人机行业对于专业人才的需求远大于供给。

    “未来几年,低空经济将成为推动数字经济发展的重要力量,对于专业‘飞手’的需求也会越来越迫切,未来的就业市场将充满机会。”在李继宇看来,行业人才缺口亟待解决,无人机培训与高校结合或是一种有效的教育模式,能够促进产教融合、校企合作,培养适应现代高科技产业发展的高素质技术技能人才。

    就在不久前,华南农业大学获批成立中国AOPA高校无人机驾驶员合格证培训和考试中心,主要为华南地区在校大学生及社会人员提供专业的无人机操作技能培训与考核。而对于想要加入“飞手”行业的年轻人而言,考证过后还有不少难关。

    李继宇告诉记者,想要成为一名职业“飞手”,首先要经过至少半年的专业培训,而想要从入门到熟练掌握,则需要2-3年的实际操作积累,相关培训成本普遍高达3.5万元。“如果想要考取教员执照,那就要有100小时以上的机长经历,两年以上的工作经验。”

    “同时,作为一名合格的‘飞手’,还需要学习掌握无人机的基本概念和原理、安全操作规范、飞行技术和操作技巧、维护与保养、应用领域及案例分析等内容。”李继宇认为,随着无人机行业的快速发展,竞争也在加剧,更需要不断提升个人技能和专业水平以保持竞争力。

    选课“红黑榜”:成也合格率,败也合格率

    每年开学是大一新生选课的高峰期,与高峰期同时到来的是一份来自师兄师姐“口口相传”的选课“红黑榜”。

    姜红(化名)是某知名高校的大四学生,作为过来人,她说,学校选课“红黑榜”榜单上被“高赞”的是类似“某某老师的太极拳课程很轻松,红榜!”的“干货”。也会有校园新人的“从善如流”:“我这就选上!”

    中青报·中青网记者在采访中发现,不仅姜红所在的学校有选课“红黑榜”,类似的榜单在很多大学存在:课程轻松、给分好的列为“红榜”,课程困难、给分差的列为“黑榜”。每到选课时,“红榜”老师的课程总是供不应求,而“黑榜”老师的课却少人问津,甚至有些课程因为选课人数太少而取消。

    在学生成绩合格率成为不少高校教学“铁律”的当下,选课“红黑榜”直接对高校任课教师提出挑战——如果严格要求,其结果是保持高质量教学,但学生的优秀率和合格率可能偏低,任课教师可能会被高校要求进行课程整改;如果任课教师“放水”,学生的优秀率和合格率“皆大欢喜”,其结果可能会造成高校教学质量的下降。

    对此的争论长期存在。在不少高校用学生成绩合格率来提高教学管理效率的同时,如何避免“一刀切”的做法带来的其他问题,让任课教师真教课,学生学到真东西,教学质量真正提高?

    是认真教课还是“放水”皆大欢喜?

    浙大城市学院教师蔡渊迪便是一名课程“合格率不高”的教师。

    前段时间,蔡渊迪在个人平台“唧唧三人行”上发表文章《关于我所负责三门课卷面不及格率高的说明》,引发关注。

    蔡渊迪在文章中称,因其所负责的古代汉语、中国古代文学(一)以及中国古典文献学三门课程的卷面不合格率都在30%以上,被要求就此问题作解释说明并提供整改方案。

    他在文中强调:“对于教学的‘认真’,不是我的主观意愿,是天性使然,不得不然。我实在是个对什么事情都非常认真的人,人活下去是要尊严的,我的‘认真’只是为了守护自己的尊严。”

    事实上,严格教学的例子不一而足:不少高校都会有几个“刺头”教师——期末考试及格率偏低,学生叫苦连连。任课教师却表示:“难道认真也是一种错?”

    应该说,有学习就有考核,这在学校教学中是最正常不过的事:考核不仅是对学生学习的考察,同时也是对教师教学质量的监控。

    在高等教育领域,对课程成绩进行监控并设定合格率的做法并非个例。中青报·中青网记者在采访中了解到,不少高校均设有针对学生成绩分布的具体规定。这些规定通常不仅限于合格率,还涵盖了对优秀率的控制。

    比如,在《北京大学本科考试工作与学习纪律管理规定》第四章中就明确规定:教师应按照评分标准科学、公正地评阅试卷,合理控制试题难易程度和成绩分布。在各门课程最后确定的总成绩中,优秀(85分以上)率一般不应超过30%,不及格(60分以下)率一般不超过10%。优秀率超过40%或不及格率超过15%的课程成绩,须经院(系、所、中心)教学主管领导批准、教务部备案后方可登录。

    在教育和心理学领域,学生的成绩分布通常被认为是正态分布的,大多数学生的成绩集中在平均值附近,成绩特别高或特别低的学生数量较少。“就像一个枣核,中间大,两头小。”一名高校教师对中青报·中青网记者说。

    从学校教学管理角度来说,明确规定优秀率、合格率应该会更有效率,但是过于“一刀切”的做法难免会导致其他问题的出现。

    按照这个逻辑,蔡渊迪老师的课很大可能会登上选课“黑榜”。不过,记者在采访中发现,蔡老师的课并不是不受学生欢迎。

    2019年,浙大城市学院官网发布了《喜口出惊人之语,更注重教学扎硬寨、打死仗——传媒分院蔡渊迪老师侧记》,其中,蔡老师就被评价为“望之俨然,即之也温”。

    按照这篇文章的描述,蔡渊迪上课时几乎不用PPT,坚持“拼命备课”,其课程内容常讲常新,甚至吸引学生第二轮、第三轮来上他的课。2015年进入浙大城市学院工作以来,他包揽了传媒分院所有的教学质量奖,其中4次一等奖、两次二等奖。每学期期末,学生对蔡老师的评分在中文系总是靠前。

    然而,学校根据学生合格率不达标,蔡渊迪被学校要求提供整改方案,才导致他发文“我的‘认真’只是为了守护自己的尊严”。

    这虽是个案,但个案的背后却是更多高校面临的问题——如何解决教师的严格教学要求与学校教学管理“合格率”铁律“一刀切”之间的矛盾?

    部分课堂成为一些大学师生的“枷锁”?

    在多数高校课堂上,教师真想教,学生真想学。但是在一些课堂,合格率为什么会成为一个“紧箍咒”——无论是教师的教,还是学生的学,都没有足够的积极性,以至于一些“水课”当道?

    湖南大学微电子物理与微电子科学学院院长文双春发现了一个奇怪的现象:在部分高校的课堂上,学生即使进了课堂,教师在讲课,学生在低头看手机,屏幕上的PPT很难受到关注。但这不意味着学生不爱学习——有些学生在课上通过手机在某视频平台上网课,他们认为“上网课”要比课堂上的学习效率高。

    文双春也会与学生定期举行“院长午餐会”,了解学生的所思所想。一次午餐会上,一名学生提出:“不上课,但通过考试可否得到学分?”

    这名学生表示自己是代表所有转专业学生提问的,因为他们转入新专业后,必须补修几门课程,但有些课程的上课时间与现有课程的上课时间冲突。如果不上课但能通过考试获得学分,这个问题便迎刃而解了。

    文双春走访学生宿舍时,也有本科生提出同样问题。其理由是上某些老师的课还不如自学,也不如线上看视频学习。

    究其原因,传统的教学模式可能是学生不爱上课的原因之一。文双春发现,有一部分学科还在使用十几年甚至几十年以前的教材,大学本科的教学模式也是一直在使用“老师讲,学生听”的模式。“这种模式自工业时代沿袭至今,已有数百年的历史。”文双春说。

    2019年,教育部办公厅发布《开展2019年线下、线上线下混合式、社会实践国家级一流本科课程认定工作的通知》提出,推动教师全员参与课程理念创新、内容创新和模式创新,打造“金课”、淘汰“水课”。

    “但是教学方式的创新并不容易。”文双春说。教学方式有很多种,学生的接受程度也各不相同,每个人对于教学的看法也并不一样,这导致教学方式上很难达成一致。因此,教育者往往以自己受教育的方式进行教学,继承传统是最不容易遭诟病的方式。

    贵州大学评估中心主任田蒙奎表示,部分高校教师会过于侧重科研轻教学。“年轻教师的晋升大部分与科研成果有关”,田蒙奎介绍,即便花费大量精力专注教学,对于高校教师的职业发展、评奖评优以及职称的晋升益处较少。并且部分高校对于科研考核指标明确、数量很多,而对于教学考核的指标较少。

    同时不少高校学生希望把更多时间花费在课堂之外。2022年,黄雅丽(化名)从浙江一所高校的工业设计专业毕业。毕业后,她的同学很少从事本专业相关工作,而从事本专业相关工作的同学都有一个共同点,就是会花钱报课外班,深入学习工业设计。“如果只学习课上的内容,那么很难找到对口的工作”,因此,不少类似的同学也希望校内课程较为简单,以便能够节省更多时间。

    “现在社会对大学生的引导也有一些偏差。”田蒙奎表示,现在部分大学生学习生活的重点在于是否实用,是否能找到一份好工作。社会对于大学生的评价集中在保研、考研和找工作上,故而这也成为很多大学生的首要目标,“所以学生更愿意把时间花在更容易达成目标的课堂上,而在那些‘没用’的课堂上吝啬时间”。

    新形势下,教与学都要做好“加减法”

    “这是一位好老师”,对于蔡渊迪严格执教,北京大学教育学院研究员卢晓东非常认同:只有严格执教,学校才能发展得越来越好。

    卢晓东认为,做好本科教育是“长链条”的工作。高校控制学生及格率,很可能导致教师“放水”,进而导致学校教学质量降低。如果从长时间段来看,反而不利于学校招生工作。

    改变现状就需要改革教学考核。卢晓东建议,高校考核方式可以由百分制改为等第制。百分制将学生成绩按照100分来划分,等第制则以4分制为基础进行绩点排序。百分制容易引导学生过分追求分数,分数的提高需要多次训练,在这个过程中,学生的创造力很容易被磨灭。百分制的试题有标准答案,错误会被扣分,可能会形成对错误的恐惧心理。百分制向等第制转变,使考试成绩模糊地表示出来,这可以避免对创造性的损害,对于保护潜在创新品格具有重要意义。“这是未来高校考试改革的一个重要方向。”卢晓东说。

    文双春认为,在网络和人工智能时代,有网课、线上授课等渠道,学生可以在学习上有更多、更好的选择,包括学什么、怎么学、跟谁学、在哪学、什么时候学等方面。大学不应该限制学生一定要在同一时间、同一地点接受相同的教育。

    文双春用网上购物作比喻,在网络和人工智能时代,学生的学习可以通过网络平台,找到他们想要学习的东西,从而更容易实现因材施教。大学教师也需要转型,发挥自身的“不可替代性”,从一个教育者变成学生学习的帮助者和引导者。

    对于学生,文双春建议学生积极进入课堂外的“开发区”。多数情况下,高校的课程并不紧张,在空余时间,学生可以把精力放在科研、体育运动、社会实践等方面,多进实验室、进课题组、进操场,这些经历反而对本科生未来职业成功更有意义。

    田蒙奎认为,高校教师的教学方法应该更灵活。在高等教育里面的信息化技术应用是相对薄弱的,在教学中,很多大学教师对于信息化技术的使用仅限于PPT,而某些一流高校已经在课堂中融入人工智能、智能制造、数字化等技术。

    9月26日,国务院新闻办公室举行的“推动高质量发展”系列主题新闻发布会上,教育部副部长吴岩表示要提高本科专业建设与学生全面发展的适配度,将以人工智能赋能专业内涵建设,有针对性地优化人才培养方案,完善各专业知识图谱、能力图谱,全面提升教育教学质量。

    目前,不少高校也在进行相关探索。比如,清华大学以“千亿参数多模态大模型GLM”为平台与技术基座,研发出多个AI助教系统,这些系统不仅能够提供24小时的个性化学习支持、智能评估和反馈,还能辅助学生进行深入思考,激发学习灵感。“这些可以作为一些高校本科教学的发展方向。”田蒙奎说。

    “高校教师的考核方式也应该更灵活。‘一张卷子定生死’并不可取,考核方式可以采取多元化的形式,加强课题化的考核,做到考察面丰富、全面。”田蒙奎建议。

    “虽然高校本科教育面临很多问题,但是总体还是走在教育强国的路上,高等教育改革不能一蹴而就,在改革中发展,在发展中解决问题,高等教育一定会越来越好。”田蒙奎说。

    In the 20th Century, activist Jane Jacobs advocated for inclusive city planning in New York City, where all residents are involved in shaping the urban environment to ensure sustainability​. She spent her life collaborating with the neighborhoods and communities to develop a center for design review for the city’s real estate developers. In 2005, urban ecologists founded The Center for the Living City to build on Ms. Jacobs’ work. The Center aims to expand the understanding of contemporary urban life and inspire civic engagement and creative responses for advancing social, economic, and environmental justice.

    When I first read the story about the former mayor of Curitiba, Brazil, Jaime Lerner, I immediately added him to my climate change hero list. He pioneered sustainable urban development and expanded on the idea that cities, often seen as hubs of pollution and congestion, can also be centers of innovation and sustainability through smart urban planning​. News from the 2016 Brazil Olympics had devastating reports about Rio de Janeiro’s polluted ocean fronts. Yet, Brazil had a magnificent prototype ecological city of Curitiba (pronounced Cur Chee Ba). Curitiba: the Greenest City on Earth (theecologist.org)

    Concurrently, Copenhagen is called the “Green Capital of the World” because it focuses on sustainable urban design and climate action. The Danes have set a goal to become carbon neutral by 2025. The city is investing heavily in renewable energy sources like wind and solar and energy-efficient buildings that incorporate green roofs and rainwater catchment systems​. See: TomorrowCity.

    Known as the “City in a Garden,” Singapore has transformed from a highly urbanized, concrete-heavy landscape to one of the greenest cities in the world. Since the 1960s, the government has prioritized integrating nature into the city through initiatives like Green Plan 2030. Singapore’s ambitious environmental strategy focuses on reducing carbon emissions, increasing urban green spaces, and promoting sustainable living. This plan encourages the construction of vertical gardens, green roofs, and nature reserves within the city. If you get the chance to visit, you will find the island nation also dedicated to botanical plant preservation, historical inclusion and diversity of its people, and genuinely stunning arts.     What SDGs do Urban Ecologists address?

    • Primarily, they work on SDG 11: Sustainable Cities and Communities to make cities and human settlements inclusive, safe, resilient, and sustainable. Urban Ecologists focus on creating and maintaining green spaces, improving urban biodiversity, and designing sustainable infrastructure that promotes environmental health in cities. Their work on green infrastructure helps cities absorb carbon and reduce energy consumption.
    • SDG 6: Clean Water and Sanitation, which ensures the availability and sustainable management of water and sanitation for all, is an urban ecology work. Sustainable water management systems, such as green roofs, vertical gardens, rain gardens, and constructed wetlands that naturally filter water and prevent contamination in urban areas, help cities manage stormwater, reduce flooding, and protect water quality.
    • SDG 7: Affordable and Clean Energy to ensure access to affordable, reliable, sustainable, and modern energy for all. Through the implementation of green infrastructure and sustainable building designs, Urban Ecologists support energy-efficient urban environments that reduce reliance on fossil fuels, promote the use of renewable energy, and lower overall carbon footprints in cities.

    Critical Observations:

    The major challenge for urban ecologists is the need to plan and coordinate across multiple levels of government, industry, development, and landscape restoration strategies. Other major challenges include a lack of funding for governmental allocation for neighborhoods, City Redesign, Systems Monitoring, and Collective education.

    Urban ecologists redesign existing planting and UGS areas to comply with ecological shifts in water and pesticide uses.

    Urban green spaces (UGS) created many decades ago must shift strategies to reduce grass, which often requires harmful pesticides for maintenance, pollutes the environment, and uses an enormous amount of water. Governments must mitigate run-off water from polluted grass so it does not contaminate the local waterways. In some cities, such as Melbourne, pilot projects to reduce grass cover and increase perennial planting are already in motion, offering valuable lessons in water conservation and ecological resilience.

    Cities must use System Monitoring of city UGS, waterways, and transportation safety.

    Urban ecologists work alongside many groups to monitor the city, including systemic monitoring of green space use, waterway contamination, and public safety on all forms of transportation. Urban Ecologists increasingly use AI and IoT devices to monitor urban green spaces in real-time, allowing for quick responses to environmental changes. The digital monitoring and coordination allow reports for city alerts on drought, pests, disease, and rescue. For example, recently, city water monitoring across the globe can now predict levels of COVID-19 from waterway samples and, consequently, alert the public.

    Lack of funding and collective education for citizens will help mitigate urban pollution.

    Citizens must understand how to use less grass in landscape design, plant perennial pollinating plants instead of grass and concrete, and develop areas free of chemical pesticides for human, animal, and insect safety.

    Impact of Urban Ecologists

    Urban ecologists are transforming the way we think about safe city living. By creating sustainable urban environments, they contribute to the health and well-being of city dwellers, provide habitats for wildlife, and mitigate the effects of climate change. Their work beautifies urban landscapes and builds resilience against future environmental challenges.     10月15日,国务院新闻办公室举行新闻发布会。中国科学院、国家航天局、中国载人航天工程办公室联合发布了我国首个国家空间科学规划《国家空间科学中长期发展规划(2024—2050年)》,围绕我国空间科学发展的基本原则、发展目标以及至2050年我国空间科学发展路线图等内容进行了阐述。

    为贯彻落实党的二十大和二十届二中、三中全会精神,推动空间科学、空间技术、空间应用全面发展,制定本规划,作为当前和今后一个时期指导我国空间科学任务部署、开展空间科学研究的依据。

    一、发展目标

    (一)总目标

    梯次布局和论证实施国家空间科学任务,统筹和强化任务驱动的基础研究,打造空间科学高水平人才队伍,不断取得具有重大国际影响力的标志性原创成果,实现空间科学高质量发展,带动空间技术创新突破,促进空间应用升级换代,跻身国际前列,成为空间科学强国。

    (二)分阶段目标

    至2027年

    ——科学研究水平实现整体跃升,在高能时域天文、日地联系、月球与火星成因和演化、微重力物理和空间生命等有基础有优势的学科方向持续取得国际一流成果。

    ——论证实施一批空间科学任务,在暗物质与极端宇宙、引力波、原恒星云、系外行星、太阳活动、太阳系和地球系统探测等科学前沿,论证立项5~8项空间科学任务,其中包括有望产出标志性重大成果的大型任务2~3项。

    ——构建航天发展新格局取得重要进展,造就一批空间科学领域的“领跑者”和“开拓者”,人才队伍建设迈上新台阶,国际地位和影响力不断增强。

    2028—2035年

    ——重点方向位居国际前列,在中低频引力波、宇宙黑暗时代、发现宜居类地行星、太阳活动、地球系统响应、月球原位资源利用、火星生命指征、黑洞和中子星、暗物质暗能量等方向,重大原创成果集群涌现,成为我国跻身创新型国家前列的重要标志。

    ——部署实施系列空间科学任务,在早期宇宙、极端天体新物理、近邻宜居系外行星、太阳系早期考古、地外生命探寻、太阳爆发和日冕加热机理、太阳系边际探测等科学前沿,论证实施约15项空间科学任务,其中含大型任务4~5项。

    ——实现我国空间科学、空间技术、空间应用全面发展,形成空间科学领域人才竞争比较优势,国家战略人才力量和领军人才队伍位居世界前列。

    2036—2050年

    ——重要领域国际领先,成为世界空间科学强国。在宇宙起源演化、时空本质、太阳系和生命起源、载人深空探测等方向取得革命性基础研究突破,拓展人类知识边界,推动人类文明进步。

    ——引领世界空间科学发展方向,论证实施30余项空间科学任务,在新一轮科技革命中具备核心竞争力和强大领导力。

    ——集聚国际顶尖科学人才团队,建成世界主要空间科学中心和创新高地,成为社会主义现代化强国的重要标志。

    二、优先发展方向

    面向世界空间科学前沿和国家重大战略需求,立足我国现有学科、人才队伍及工程技术等优势和特色,凝练形成我国有望取得突破的五大科学主题及其优先发展方向。

    “极端宇宙”主题。探索宇宙的起源与演化,揭示极端宇宙条件下的物理规律。优先发展方向包括暗物质与极端宇宙、宇宙起源与演化和宇宙重子物质探测。拟解决的重大科学问题包括暗物质粒子本质和宇宙高能辐射来源,暗能量的本质,动态宇宙探测与暂现源物理机制,宇宙黑暗时代和再电离历史,恒星及行星系统起源与演化,重子物质循环与反馈等。

    “时空涟漪”主题。探测中低频引力波、原初引力波,揭示引力与时空本质。优先发展方向为空间引力波探测。拟解决的重大科学问题包括超大质量黑洞和种子黑洞的形成及其与宿主星系的协同演化,黑洞附近强引力场精细结构及致密天体的分布和物理性质,检验早期宇宙学模型等。

    “日地全景”主题。探索地球、太阳和日球层,揭示日地复杂系统、太阳—太阳系整体联系的物理过程与规律。优先发展方向包括地球循环系统、地月综合观测、空间天气探测、太阳立体探测和外日球层探测。拟解决的重大科学问题包括太阳磁活动特性和磁周期起源机制,太阳风扰动的三维传播与演化规律,太阳风—磁层跨尺度能量传输和耗散的机理,磁层—电离层—热层耦合,地球系统多圈层跨尺度相互作用,太阳风—星际介质相互作用的过程和机理等。

    “宜居行星”主题。探索太阳系天体和系外行星的宜居性,开展地外生命探寻。优先发展方向包括可持续发展、太阳系考古、行星圈层刻画、地外生命探寻和系外行星探测。拟解决的重大科学问题包括月球深部物质、圈层结构及早期撞击历史,小行星/彗星起源与演化,火星宜居环境演化与生命信号,太阳风与木星磁层的相互作用,冰卫星和冰巨星宜居环境与生命信号探测,系外行星宜居性及生命特征等。

    “太空格物”主题。揭示太空条件下的物质运动和生命活动规律,深化对量子力学与广义相对论等基础物理的认知。优先发展方向包括微重力科学、量子力学与广义相对论和空间生命科学。拟解决的重大科学问题包括微重力多过程耦合新体系下复杂流体物理基础理论,引力场中的量子效应、广义相对论高精度检验与新物理探索,地球生命的空间环境适应性和生存策略等。

    三、发展路线图

    围绕五大科学主题,聚焦优先发展方向,提出至2027年、2028—2035年和2036—2050年三个阶段实施的科学任务规划,形成至2050年我国空间科学发展路线图。

    第一阶段,至2027年,运营中国空间站,实施载人月球探测、探月工程四期与行星探测工程,形成若干有重要国际影响力的原创成果。

    从空间X射线等多波段协同观测、X射线热重子探测、空间引力波探测探路者、太阳极轨探测等任务方向中遴选大型任务2~3项;从暗物质粒子探测、空间太赫兹高速成像巡天、空间超长波观测、空间红外观测、隐伏自然地物探测、透明海洋星座、全天候三维风观测、地球辐射能量收支探测、地球磁层跨尺度星座、日地L5点太阳探测、天基太阳射电阵列观测、人类活动痕迹精细观测、全球植被生物量时空格局、木星系统观测、系外行星探测等任务方向中遴选中小型和机遇型任务3~5项。

    第二阶段,2028—2035年,通过第一阶段任务实施取得位居世界前列的原创成果。运营中国空间站,论证实施载人月球探测、月球科研站、太阳系边际探测、巨行星系统探测、金星大气采样返回等科学任务。

    从空间高精度红外观测、天体引潮力对地震诱发作用综合观测、环日探测、空间高能、X射线探测、空间引力波探测等任务方向,以及至2027年规划阶段未立项的大型任务方向中遴选大型任务4~5项;从紫外天文观测、海洋能级星座、关键带跨圈层耦合过程观测、边界层热动力结构和化学成分观测、全球高精度地磁场星座、地应力观测、地球辐射带探测、空间天气探源、编队太阳高能探测、四极协同科学观测、地球动态变化观测、小行星探测、系外行星卫星探测等任务方向,以及至2027年规划阶段未立项的中小型任务方向中遴选中小型和机遇型任务10~11项。

    第三阶段,2036—2050年,我国空间科学重要领域达到世界领先水平。论证实施大型任务5~6项,以及25项左右中小型和机遇型任务。

    为实现本规划发展目标,需进一步强化组织实施,保障财政投入,夯实基础能力,深化国际合作,加强科学普及,持续取得关键性、原创性、引领性重大科技成果,有力支撑航天强国、科技强国建设。

    人民网北京10月14日电 (记者郝孟佳)今天,记者从国家公务员局获悉,中央机关及其直属机构2025年度考试录用公务员报名即将开始,共计划招录3.97万人。考生可于10月15日8:00至10月24日18:00期间登录“中央机关及其直属机构2025年度考试录用公务员专题网站”(http://bm.scs.gov.cn/kl2025)进行网上报名,公共科目笔试将于12月1日在全国各直辖市、省会城市、自治区首府和部分城市同时举行。

    据了解,本次考录工作有2.75万个计划补充到县(区)级及以下直属机构,根据实际对艰苦边远地区基层职位的学历、专业、工作年限和经历等报考条件进行适当调整,进一步充实基层公务员队伍。

    为鼓励引导人才向基层一线流动、积极投身国防事业,本次招考设置3000余个计划定向招录服务基层项目人员和在军队服役5年以上的高校毕业生退役士兵。

    按照党中央、国务院关于做好高校毕业生就业工作有关部署要求,设置2.67万个计划专门招录应届高校毕业生,服务和促进高校毕业生就业。

    据介绍,公共科目笔试主要测查从事公务员工作应当具备的基本素质能力,考试内容根据不同职位类别、不同层级机关特点分别设置,对中央机关及其省级直属机构综合管理类职位突出测评理论思维、综合分析等方面能力,对市(地)级及以下直属机构综合管理类职位突出测评贯彻执行、基层工作等方面能力,对行政执法类职位突出测评依法办事、公共服务等方面能力。

    面试方式和内容由招录机关根据招考职位的性质、特点等研究确定,注重体现履职要求。部分招录机关对考生的专业能力进行测查评价,有13个部门在笔试阶段组织专业科目笔试、48个部门在面试阶段组织专业能力测试。
